If any other Anti-Virus installed at present then fully uninstall it.
If any other Anti-Spyware installed at present check it's not blocking.
How far does the installer run?
Run the online scanner here

A few malware cause install issues with AV products, but rare.

no other antivirus/spyware installed
f secure is installed and running its just that one update that keeps failing and i cant figure out why

Ah, so it's installed. Online scan won't help really with a component update problem as highly unlikely due to malware.
There should be details in the update log
Advanced -> Automatic Updates -> Downloads then click Show Log file

From the log it's a hotfix that's failing to install.
Here's the string:
[ 5096]Wed Oct 10 17:19:55 2007(3): Downloaded 'PSC700_MF1' - '70Hotfix_PSC7' version '2' from cc.sp.f-secure.com, 4402952 bytes (download size 1491605)
As you have Charter Internet Security (a.k.a PEX install) you will need to contact them.
They manage releases/updates for their branded PEX (Personal Express) software and should be aware of any issues.
